Technical Review and Evaluation of an International Network that Works on Caste-Based Discrimination.

GenderSphere (previously Gender at Work India Consulting) undertook the evaluation to assess and analyse the impact of five-year plan (2019-23) of the organisation in key domains of change in its programmes, key initiatives and organisational working. This evaluation aims to assess the relevance, effectiveness, learning, efficiency, impact, and sustainability, drawing on the OECD-DAC criteria. The evaluation provides further recommendations to ensure that their work continues to be effective, influential, and beneficial to feminist movements in the region and globally.

The following key activities were set out for the evaluation assignment:

  • Undertaking a desk-based technical review of the network’s activities benchmarked against the objectives set out in the 2019-2023 strategy, along the key thematic objectives.
  • Undertaking qualitative interviews/group discussions with key stakeholders as identified by them and assessing the contribution that the organisation has made to members and vice versa
  • Collecting testimonials from UN and EU officials, as well as other international experts, on their views of the work
  • Drafting and revising a report on the review outcome and presenting this to the organisation’s Secretariat and Board
  • Provide input/recommendations to future strategic priorities

GenderSphere applied an intersectional feminist approach and a human rights-based approach to this evaluation. GenderSphere used a participatory approach to centre the voices and perspectives of the organisation’s membership and associates as well as wider constituencies that they work with, including partners and allies. By using an intersectional feminist lens framework, we were able to capture the power analysis of approaches, activities, and stakeholder engagement to understand the challenges and strategies to advance Dalit rights.
