This project documents the implementation of the Care Policy Scorecard across selected countries, including WE-Care programme countries—Kenya, Uganda, Zimbabwe, and Ethiopia—and other adopters such as the Philippines, USA, Puerto Rico, and Canada. The Scorecard, developed under Oxfam’s Women’s Economic Empowerment and Care (WE-Care) Programme, is a global tool designed to assess and strengthen care policy environments by recognizing both paid and unpaid care work.
Through virtual interviews with Oxfam’s global and country teams and an in-depth review of relevant global and national reports, this initiative aims to understand how the Scorecard has been applied in different contexts. It captures learnings, documents best practices, and identifies common patterns and challenges in policy development, amendment, and implementation related to care work. The project contributes to global efforts to build inclusive, equitable, and sustainable care systems in line with international commitments such as the SDGs and the ILO’s care economy framework.
