External Evaluation, IWRAW Programme Strategies

International Women’s Rights Watch Asia Pacific (IWRAW–AP) is a leading Global South feminist organization working to transform systems and structures to advance gender equality and the rights of marginalized and structurally excluded women. Between 2020 and 2024, IWRAW implemented a comprehensive strategy aimed at resisting human rights regression, demanding accountability, and strengthening feminist movements at national, regional, and global levels.

To review progress, challenges, and lessons from this strategic period, IWRAW commissioned an external evaluation conducted by Gender Sphere (formerly Gender at Work Consulting Pvt. Ltd., India). The evaluation applied an intersectional feminist and participatory methodology, guided by OECD-DAC criteria—relevance, coherence, effectiveness, efficiency, impact, and sustainability.

Key objectives included assessing IWRAW’s achievements against its strategic goals, identifying its niche and added value in feminist policy advocacy, examining its organizational and financial sustainability, and generating recommendations to shape IWRAW’s next strategic plan (2025–2029) and inform partners and donors.
