APWLD’s Programme Work Supported by NORAD

This evaluation reviewed APWLD’s programmes supported by NORAD from 2017 to 2021, focusing on their impact, strategic effectiveness, and integration of learnings. It also examined any unintended changes that resulted from the programmes. The evaluation had three key objectives:

  1. To assess the overall impact of APWLD’s programme work.
  2. To review the effectiveness of APWLD’s internal processes, particularly in selecting sub-grant partners within its member-driven network.
  3. To evaluate the implementation of previous recommendations and offer new ones to enhance the organisation’s continued relevance and influence in feminist movements.

This review covered six of APWLD’s nine programmes: Breaking Out Of Marginalisation (BOOM), Feminist Law and Practice (FLP), Women in Power (WiP), Women Organizing Workers (WoW), Migrants United and Act for Human Rights (MUAH), and Women Interrogating Trade & Corporate Hegemony (WITCH). Each addresses critical dimensions of feminist movement-building, rights advocacy, and systemic change. These programmes were assessed for their contribution to empowering marginalised communities, advancing feminist leadership, and challenging structural inequalities through grassroots organising, legal empowerment, and policy influence.
